Bill has a wide range of regulatory, transactional, and litigation experience from his thirty years of practice. He has a Martindale-Hubbell AV peer review rating, which represents a very high to preeminent legal ability and a very high general ethical standard. He negotiates and drafts different business agreements, many of which involve regulatory issues. He practices before various state agencies and courts, including the Public Utilities Commission of Ohio, the Ohio Power Siting Board, and on appeal to the Ohio Supreme Court. His communications experience includes acquisitions, dark fiber agreements, rail crossing agreements, local interconnection agreements and arbitrations, alternative regulation, tariffs, customer service agreements, service quality issues, and competition complaint cases. His energy experience includes oil and gas, municipal aggregation, gas pipeline, power marketers, generators, power siting, customer agreements, and acquisitions and dispositions. Bill is the firm's Administrative Director and functions as chief operating officer and chief financial officer. Bill uses this experience to help clients obtain successful business resolutions to legal issues.
